Committee Jurisdiction Tool

This tool is intended to identify a menu of House committees that may have jurisdiction over a whistleblower disclosure. The menu is based on committees that have jurisdiction over the relevant federal whistleblowing law, as well as each committee's general jurisdiction under House Rule X. Laws included in the tool are sourced from a Congressional Research Service (CRS) survey of federal whistleblower protection statutes(link is external).

Please note that while this tool aims to be comprehensive, it is not exhaustive. For functionality, certain committees and all subcommittees are not included.1 For additional guidance on related best practices, see the Office of the Whistleblower Ombuds' website resources.2

This tool should be used only for general guidance and its contents are not legal advice. Individuals may seek the guidance of experienced counsel regarding whistleblowing.

1 For instance, the Committee on Appropriations is not referenced, but it may still be an appropriate audience to receive whistleblower disclosures given its general oversight mandate.
