Office Whistleblower Liaison

The Office of the Whistleblower Ombuds encourages all House offices and committees to designate one staffer as their Office Whistleblower Liaison (OWL). The OWL serves as the office's internal expert on best practices for working with whistleblowers, and can be a primary point of contact to receive the latest updates and outreach from the Office of the Whistleblower Ombuds.
Where to start:
Once designated, the OWL should:
- Contact the Office at whistlebloweroffice@mail.house.gov to let us know about the designation for our future outreach
- Become certified in the Working with Whistleblowers Curriculum (Available on the Congressional Staff Academy website)
- Establish (or refine) their office's whistleblower intake processes following the Office's recommended Whistleblower Case Management Procedures Template (HouseNet)
- Update the Office of the Whistleblower Ombuds with any changes to their OWL designation
The Office of the Whistleblower Ombuds is glad to provide customized support and answer related questions. See the OWL designation flyer for more information.
